The Regulation Z Negative Amortization Counseling Risk Assessment provides a framework upon which the risk related to the requirements for homeownership counseling for first-time borrowers in connection with a closed-end transaction secured by a dwelling that may result in negative amortization is evaluated and identifies areas in need of enhanced risk mitigation.
