Our management team is considering sending out emails to our customers to warn them about a scam going on. To let them know that our bank does not send out text messages and if you get one to not click on any links and just delete the message. Is this considered commercial content or transactional/relationship content, or other content through CAN SPAM? Would CAN SPAM apply to informational emails were we would not advertise a product or service? Thanks!

That would not be considered a violation as long as you are informing them of a know issue and not selling product.
