For ATR purposes if a borrower receives government support for adopted children all under the age of 8 with special needs how do you verify the income? Also, if they have foster children can you use the income from a foster child?

I think a good source of information would be the underwriting guidelines for Fannie Mae and/or Freddie Mac. If you still have concerns have a discussion with your examiner to ask their advice.
