Would property taxes that are due to be paid a zero tolerance item if they are not disclosed on the initial LE, but are collected and paid on the CD? In other words, do you think property taxes fit the definition of a zero tolerance item of “fees paid to an unaffiliated third party if the creditor did not permit the consumer to shop for a third party service provider for a settlement service” since the consumer is not allowed to shop for this item?
