If we disclose an appraisal fee on the Loan Estimate and the appraiser notifies us that the cost will be higher because the manufactured home the borrower is buying is in one county and the land they own is in another county so the appraiser will go to two locations. Would this be an allowable change in circumstance that would allow re-disclosure and a reset of the appraisal fee?
You can always provide a revised LE, but you can only reset tolerance in one of the five tolerance reset situations, such as a changed circumstance. This situation appears to be a changed circumstance, assuming that at the time the initial LE was prepared your bank was unaware of the two location situation.
