Focus: 2026 Risk Management and Operational Rule Changes.

Part 1 examines the major changes effective in 2026, including:

Risk Management Package: Fraud Monitoring & Credit Monitoring

  • Phase 1 (Effective March 20, 2026): New monitoring requirements for ODFIs, Originators, Third-Party Senders, and RDFIs meeting certain thresholds
  • Phase 2 (Effective June 22, 2026): Expands the monitoring obligations to remaining ACH participants
  • Clarifying expectations for “commercially reasonable” fraud detection systems and “reasonably intended to identify” fraudulent patterns
  • Annual review, system documentation, and process validation requirements

Standardizing Company Entry Descriptions (Effective March 20, 2026)

  • New ACH descriptors: PAYROLL and PURCHASE
  • How standardized descriptions improve risk oversight, tracking, and compliance

Funds Availability Requirements (Effective September 18, 2026)

  • New requirements for non–Same-Day ACH Credit Entries

Focus: IAT (International ACH Transactions) and Rules Amendments for 2026–2028

Part 2 covers the critical IAT-related changes and compliance expectations extending through 2028:

IAT Definition Clarification (Effective September 18, 2026)

  • Expanded definition to improve accuracy in determining when an entry qualifies as IAT

Registration of IAT Contacts (Effective January 1, 2027)

  • Requirement to include IAT-specific contacts in the ACH Contact Registry

IAT Formatting and Processing Changes (Effective March 19, 2027)

  • New optional fields, including Date of Birth
  • Updates for handling entries involving non-bank foreign financial agencies

New Return Reason Code R90 (Effective March 17, 2028)

  • Designed specifically for returns related to sanctions compliance

She has over 23 years of experience in the financial services industry which includes 9 years’ experience as the education service director at a Regional Payments Association (RPA), where she managed and facilitated the entire education program for nearly 800 financial institution members. Prior to that, Ms. Olheiser spent 14 years in various departments with the Federal Reserve Bank of Minneapolis and also holds the Accredited ACH Professional (AAP) designation (achieved in 2004).
